Mechanically, he's a melee-focused encounter — fast cleaver swings at close range, very limited movement options for Grace in a tight kitchen environment, and no ranged attacks. The risk-reward calculation is straightforward: spend ammo and possibly take some damage in exchange for crafting supplies and a side note that fills out the Care Center's narrative.

The Chef is sealed behind a locked door in the Care Center Kitchen. To trigger the encounter, you must first obtain the Pantry Door Key, which is hidden elsewhere in the Care Center.
If you're playing a completionist run, the Pantry Door Key is part of the Care Center 100% checklist. If you're speedrunning, this is one of the first items to skip — the time cost of finding the key and clearing the encounter outweighs the resource gain.
The Chef is a straightforward melee fight in a confined space. The kitchen layout limits movement, but the enemy has no ranged options, so positioning is the entire fight.
The kitchen has a central prep island that acts as a natural barrier. Use it. Keep the island between you and The Chef, force him to circle, and fire shots when he commits to one direction.
Like most mutated enemies in Resident Evil: Requiem, headshots are the most efficient damage type. Handgun headshots stagger him; shotgun blasts at the head stagger and drop chunks of his health per shot.
The Chef's primary attack is a forward cleaver lunge — well-telegraphed but very fast. When you see the wind-up animation, dodge sideways, not backward. Backward dodges keep you in his hit cone.
Treat this fight as practice for the Care Center's later encounters. Don't burn premium ammunition like Requiem bullets — handgun rounds and standard shotgun shells are sufficient. Total ammo expenditure should be 8-12 rounds across the fight.
For a first-time playthrough, yes — the encounter is narratively complete (it adds context to the Care Center's collapse) and the herb cache inside the pantry is meaningful for the Plant 43 fight coming up later.
For a Platinum run, yes — completing all optional encounters contributes to the bestiary and supports the side-content trophies.
For a sub-4-hour speedrun, no — skip it. The 6-8 minutes you save are more valuable than the herbs you'd gain.
